Making the Library Accessible

When the library building opened in 1981, only the upper level of the building was used for library services. Since that time, the library collection and services have grown and now cover both floors of the facility. However, the entrance is still on the upper level and there is no elevator linking the two levels of the building. This, combined with inadequate restroom facilities makes it difficult for those with disabilities to use the library. Because of these issues, the library board is seeking approval of a referendum to issue bonds to renovate the existing building to make it accessible.

What will be included in the renovated library?
The renovated facility will have a new entrance on the lower level, an elevator, and accessible washrooms. Additionally, the interior of the building will be renovated and plans call for quiet reading spaces to be added to the facility. At the same time, the library plans to construct a small addition to the north end of building of approximately 1,300 square feet to accommodate the renovation and help alleviate the overcrowded condition of the current building.

 

 

 

 


How much will this cost?

The scope of the project includes construction of a new entry, an addition to the north end of the building, and renovation of the existing building. The cost of the project is estimated to be $1,800,000. If the referendum passes the cost for an owner occupied home with a market value of $300,000 would be approximately $38.00 per year.

The Median Value Home in Winfield in 2000 was 210,400 according to the 2000 U.S. Census. If we escalate this 6% a year for 8 years we get $335,345.
