BOARD OF TRUSTEES MEETING
June 10, 2026; 7:30 PM

I. Opening
Brown called the meeting to order at 7:30 PM

II. Roll Call
Present: Ables, Brown, Choate, Johnson, Olson, Tenyak-O’Connor
Absent: Hjerpe
Also present: Library Director, Joe Marcantonio

III. Consent Agenda
A. Approval of minutes of the April 8, 2026 meeting
B. Financial report
C. Approval of bills paid and payable
i. Tenyak-O’Connor moved to approve the consent agenda. Ables seconded. All present voted in favor.

IV. Communication & Correspondence
Marcantonio presented the following:
A. Letter from Patron in Response to Illinois Libraries Present email
B. Next Stop: The Library ad campaign update
C. Dolly Parton Imagination Library article in Glimpses.
D. Village response to proposed “BUILD Act”
E. Illinois Department of Public Health statement on cychlorphine and pink cocaine. Naloxone is effective against both.
F. Exempt Property Certificate letter, affirmed and sent back to County.

VII. Trustee Reports
A. Trustee Johnson discussed the Good Old Days Parade planning including to look out for Parade signup and ideas of ways to promote the Dolly Parton Imagination Library.
B. Trustee Brown updated the Board on the resolution of the School District’s lawsuit against the Village over TIF.

IX. Library Director’s Report
A. Building:
a. Outside windows cleaned
b. Elevator passed inspection, button broke, wireless phone line installed.
c. Winfield Area Gardners have filled the planters, Joe planted tomatoes in the spot where Georgianna would.
B. Personnel:
a. Evaluations completed. Feedback on the new form was positive, staff appreciated additional comments and time to make goals.
b. Attended webinar for online LIMRiCC submission process and found a new way obtain all the information needed for the form without complicated spreadsheets.
C. Historical Society:
a. Proof of the book delivered. Sales will be split 50/50 with the library.
D. Operations:
a. Finalizing IPLAR submission
b. Began Audit submission
c. Fox Valley and SAILS director’s meet ups.
E. Legislation:
a. E-Book bill has passed from the House and referred to assignments in the Senate.
F. Administration:
a. Staff Inservice was a big success – date moving to February next year
b. Mandatory Village meeting on Health Insurance increase.
c. B&M Levy passed at June 4th Village Meeting
G. Technology:
a. Installation of new firewall and switches was a success.
b. Met with IT 3 times on various projects
i. File and email transfer
ii. OPAC Update
iii. Network cable drops planned
H. Upcoming:
a. Meeting with Village Manager and other Winfield services directors.
b. ALA

X. Old Business
A. Credit and Debit Card Policy
a. Olson moved to approve the policy with corrections. Johnson seconded. All present voted in favor.

XI. New Business
A. Designation of FOIA Officers
Tenyak-O’Connor moved to designate Library Director, Joe Marcantonio and Adult & Digital Services Librarian, Katie Clark, as the Library’s FOIA Officers. Ables seconded.
Ayes: Ables, Brown, Choate, Johnson, Olson, Tenyak-O’Connor.
Nays: None.
Absent: Hjerpe.
B. Policy
i. Collection Development Policy to be edited and resubmitted for July.
ii. Circulation Policy to be edited and resubmitted for July.
iii. Confidentiality Policy approved with minor corrections on a motion from Ables and seconded by Olson.

C. Illinois Public Library Standards
i. The Director reviewed the Library’s Programming Action Plan.
ii. The Board discussed the IPLS Programming Action Plan and chapter.
D. iLEAD Trustee Training
i. The Board discussed the Planning for Today and Tomorrow and the Board’s Role in Library Director’s Success modules. They will discuss the Navigate Your Role: Trustee Resources module for the July meeting.
